As the first province in China to propose a nationwide ban on the sale of fuel vehicles in 2030, Hainan's new energy vehicle promotion data continues to improve, but it still faces industrial difficulties such as the difficulty of building piles in residential areas. The province actively explores solutions to provide "Hainan case" for the popularization of new energy vehicles.

According to the data of Hainan New Energy Vehicle Promotion Center, from January to July this year, 21119 new energy vehicles were newly registered in Hainan, 84.48% of the 25000 new energy vehicle promotion plans for the whole year have been completed, with a year-on-year increase of 150.64%; The market penetration rate was 17.6%, about 5 percentage points higher than the national average, of which the market penetration rate in July was 26.7%.
Qiongdao is surrounded by the sea on all sides, and the lowest temperature is above 0 ℃. The natural conditions for promoting new energy vehicles are unique. In recent years, the Hainan Provincial Government has supported the development of new energy vehicles through various policies.
In 2020, except for special purposes, the new or replaced official vehicles, buses, cruise taxis, and online taxis in Hainan Province will all be clean energy vehicles. This year, Hainan Province, cities and counties such as Baisha, Qiongzhong, Wenchang and Wanning, and Yangpu Economic Development Zone have successively issued new energy vehicle purchase incentive policies, offering incentives ranging from 3000 yuan (RMB, the same below) to 10000 yuan.
As for the construction of charging piles, by the end of June this year, 6464 new charging piles (guns) will be built in Hainan Province in 2021, 21 replacement power stations will be built in the province, 33705 charging piles (guns) will be built, and the overall vehicle-pile ratio will be 2.4:1, which will initially meet the conditions for electric vehicles to travel around the island.
While making brilliant achievements, Hainan still faces the problem of difficulty in charging piles entering the community, which needs to be solved by all parties.
In order to promote the charging pile into the community, the Hainan Provincial Fire and Rescue Corps recently issued a notice specifying that there is no need to report to the local fire and rescue organization to install electric vehicle charging facilities in the existing parking spaces; Do not hinder the installation of electric vehicle charging facilities for the reason of affecting fire safety; Fire rescue organizations at all levels in the province set up a fire technical service group of "electric vehicle charging facilities construction" to do a good job in service guidance.
Local state-owned enterprises are actively exploring power supply. Hainan Province Charging Industry Investment Co., Ltd. plans to cooperate with Haikou No. 1 Community to pilot the use of intelligent and orderly charging strategy, build a smart energy control platform, guide electric vehicle users to charge at low valley and off-peak, reduce the user's vehicle costs, and ensure the safe and orderly use of electricity.
Leng Hui, executive chairman of Hainan New Energy Automobile Industry Association, said that the key to the charging pile entering the community is to improve the enthusiasm of the property. At present, the association is coordinating the cooperation of fire protection, insurance, power grid, market supervision and management departments, establishing group standards, clarifying the responsibilities of all parties, and dispelling property concerns.
Hainan is also exploring the technical route of combining charging and switching. This month, the Development and Reform Commission of Hainan Province issued the Guiding Opinions of Hainan Province on Supporting the Construction of Electric Vehicle Replacement Power Stations (for Trial Implementation), which will initially build the provincial electric vehicle replacement service network in accordance with the principle of "enterprise first, government support", and form a sound development ecology that the replacement mode becomes a supplement to the charging mode.
